An MoU is a press release with better stationery. A treaty is a different animal.

The six MoUs. Non-binding statements of intent on technology, education and green hydrogen. Useful as signals. Enforceable by nobody.

The joint statements. Language negotiated to the comma. The interesting work is in what was dropped from the draft, which occasionally leaks and is always more informative than what stayed.

The one binding agreement. A double-taxation amendment. Deeply unsexy, immediately operative, and worth more to actual businesses than the other seven documents combined.

How to read summit coverage. Ignore the handshake photo. Search the text for "shall" versus "will endeavour to." That single word choice separates commitment from courtesy.
